Program Description: California’s 2026 legislative session is advancing several health policy proposals that could directly impact physician practices and medical groups across the state. Key proposals and enacted measures address licensing reforms, scope-of-practice issues, credentialing practices, and increasing oversight of private equity involvement in physician practices.
At the same time, anticipated state budget shortfalls tied to federal legislation passed last July are expected to intensify competition for limited General Fund dollars, potentially shaping health care policy priorities and funding decisions in Sacramento.
This presentation will provide medical group leaders with an overview of the most significant legislative developments, discuss the broader fiscal environment influencing health policy, and highlight the operational and compliance considerations practices should be monitoring as the 2026 session progresses.

Bio:
Gabriela is currently the Government and External Affairs Analyst at the Cooperative of American Physicians, Inc. (CAP).
Prior to Joining CAP in 2014, she was in Sacramento at the State Capitol as a Senior Legislative Aide to a Southern California Assemblymember. It was during her time at the state capitol that she developed and shaped her knowledge and deepened her understanding of legislative matters, creating a skillset that has allowed her to enhance her collaborations with multiple stakeholders, both within and outside the company.
Gabriela provides analysis of state and federal legislation impacting CAP, its members, and the medical professional liability industry. Along with the company’s state and federal lobbyists, she tracks and monitors bills throughout the legislative process. She collaborates with other company departments to provide information and education on legislation and regulatory issues related to their functions. Amongst her varied tasks, she supports the company’s state and federal PACs and IEs, is responsible for writing a monthly policy column for the company’s monthly newsletter, provides original and curated content to CAP’s social media platforms, as well as organizing and moderating the company’s annual Public Affairs Symposium.
Gabriela is a graduate of Occidental College with a Bachelor of Arts in English and Comparative Literature Studies.
